Council Meeting Schedule The Owen County Council usually meets the 2nd Monday of each month at 7:00 p.m. in the Commissioner's Room on the 2nd floor of the Owen County Courthouse located in Spencer, Indiana. Meetings may be subject to change due to special circumstance: however any schedule changes will be advertised in the local newspaper. The public is welcome - and I encourage you - to attend these meetings. It is important to witness your government at work, as the decisions made regarding the county's finances greatly impact our daily lives. The Council also meets annually for budget hearings which take place over several days. The 2007 county budget hearings are scheduled for September 4,5 & 6, beginning each day at 9:00 a.m. Additionally, the Council may, as the need arises, call for a special meeting.
